Today , the House Energy and Commerce Committee began safety hearing with a proposed bill to reform the National Highway Traffic Safety Administration . That bill contain a proviso which completely outlaws machine proprietor from chop their own cars . Which a giant mistake .
The draft of the flyer ishere , and the current voice communication is a terror to a form of change that is a net commodity for drivers . It prohibit “ any person ” from accessing any system “ either wirelessly or through a wired connection . ” The ban would be far too broad , and would ban helpful research as well as malicious hacking .
And it ’s not one that ’s supported by the Federal Trade Commission . The FTC’sprepared statementto the commission had this to say :

We support the goal of deterring criminals from get at fomite data point . Security researchers have , however , uncovered security vulnerabilities in connect cars by accessing such systems . Responsible researchers often contact companies to inform them of these vulnerabilities so that the company can voluntarily make their railcar safer . By prohibiting such access even for research purposes , this provision would likely disincentivize such research , to the detriment of consumers ’ privacy , security , and safety gadget .
The FTC is utterly correct . researcher have hacked system to find real threats to safety and security , and it ’s wrongheaded of Congress and the car industry to seek to stop it . Terrell McSweeney points out a number of object lesson over atWired , telling car manufacturers that they ’d be better off cooperating with hackers the way the technical school diligence has — with bounties for finding vulnerabilities and the like — to better security department .
originally this class , Gizmodo ’s own Adam Clark Estes watched security system expert hack cars without ever advert them andreportedon the car diligence ’s surprisingly lackluster response to the exploits in their systems . It seems like Congress has finally come alive up to the trouble , but is listening to precisely the wrong way to fix it . Making car cut illegal wo n’t check mass from doing it , but it could prevent creditworthy inquiry .

This is n’t even the first fourth dimension this year car manufacturer have opposed measures that would increase independent research into car safety . They alsoopposed an exemptionto the Digital Millennium Copyright Act which would allow people into the systems of their cars .
Hopefully Congress listens to the FTC and , at the very least , adds some exceptions to the proposed jurisprudence .
